    The Arkansas State Library serves as the information resource center for state agencies, legislators and legislative staffs; provides guidance and support for the development of local public libraries and provides the resources, services, and leadership necessary to meet the educational, informational and cultural needs of the citizens of Arkansas.

    Salary Range: $50,222.00 - $72,822.00

    Summary

    The State Library Manager is responsible for supervising assigned professional and support staff, developing division/department or program policies and procedures, and ensuring adherence to policies and procedures, overall program design and development for a statewide or department wide program, and participating in the strategic planning process. This position is governed by state and federal laws and agency/institution policy.

    Functions

    Manages and oversees the operation of a library section or program. Oversees the development of budget, equipment, and personnel services for the section. Directs, evaluates, and approves activities of the professional and support staff. Consults with academic, public, school, and special libraries in relation to developing or revising a program or service. Participates in formulating and administering library policies and long-range goals and objectives. Performs related administrative duties such as the preparation of reports, questionnaires, and surveys. Interprets legislation, policies, and procedures on use of library services. Provides professional assistance to library administrators, library trustees, and local officials on library development and services. Represents library at various local, state, and national meetings. Assists in preparing annual budget. Performs other duties as assigned.

    Knowledge, Skills and Abilities

    Knowledge of the functions and operations of a library. Knowledge of library resources available in local, general, and regional networks. Knowledge of professional literature resources and those unique to the particular subject in which employed. Knowledge of the principles and practices of organizational and human resources management. Ability to communicate both orally and in writing. Ability to supervise employees, administer work plans, and evaluate progress. Ability to analyze statistical data and prepare reports. Ability to provide technical assistance to other libraries in the development and administration of various library programs and services.

    Minimum Qualifications

    The formal educational equivalent of a master's degree in library science or a related field; plus three years of professional library experience, including one year in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
