    This position is part of the National Archives and Records Administration, Electronic Records Division, Accessioning Branch. As the Accessioning Branch Chief, you will oversee a team of accessioning archivists responsible for transferring permanent electronic records to the National Archives. You will support complex assignments involving advisory services to Federal agencies including development and application of records schedules, file format guidance, and metadata requirements.

    The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.


    As a SUPERVISORY ARCHIVIST, you will:

    • Implement the program for establishing and maintaining physical and intellectual control over accessioned records in the purview of the Accessioning Branch. This includes oversight of the information systems and databases used for identifying archival electronic records and tracking them through the archival lifecycle.
    • Ensure the active participation of Branch staff in all phases of the lifecycle of the records, including coordinating with Federal Records Programs on the Branch's appropriate role in records appraisals, records management evaluations, records management policy, and records management training. This includes playing a lead role in the use of ERA 2.0 in support of the transfer and processing of archival electronic records.
    • Determine the need for, plan, and evaluate materials that support the description of newly accessioned electronic records, including technical documentation and metadata. Ensure that Branch staff support the project work that is needed to support access. Consider long range plans and outcomes.
    • Develop and implement workplans focused on outreach to Federal agencies on transferring overdue electronic records to NARA's custody.
    Conditions of Employment
    • A one year probationary period may be required.
    • A one year supervisory or managerial probationary period may be required.
    • Must successfully complete a background investigation.
    • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
    • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
    • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
    • Designated and/or Random Drug Testing may be required.
    • The work is mostly sedentary, however the incumbent must be physically able to perform the duties of this position. Physical demands may include climbing caster-equipped ladders, maneuvering on catwalks, moving heavy carts of records, and handling boxes of records stored up to 15 feet above the floor and typically weighing 50 pounds, occasionally more. The work may also demand considerable periods of maintaining a stationary position, moving, or otherwise positioning oneself to access objects, equipment, or records located in high and low places.
    Qualifications:
    SPECIALIZED EXPERIENCE: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal serviceSpecialized experience for this position includes:
    Supervising or leading a team or project performing archival functions, such as; accessioning, processing, reference and arrangement and description, and/or holdings maintenance on archival materials;
    AND
    Utilizing archival principles to interpret laws, regulations, and/or policies, to provide guidance to management and to develop or update work processes;
    AND
    Demonstrating expertise in automation innovations, which may include the ability perform archival or record management functions on records in electronic format.
    In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F):
    For the GS-14, you must have been at the GS-13level for 52 weeks.

    Individual Occupational Requirement

    Basic requirement for all grades:

    Bachelor's degree in archival science or bachelor's degree with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government.
    OR
    Combination of education and experience - at least 30 semester hours that included courses as shown above, plus appropriate experience or additional education. Professional experience must have been in archival science, or in a directly related field of work such as history that involved the collection, appraisal, analysis, or synthesis of information having historical or archival values.

    Salary: $139,395 - $181,216 per year
