MINIMUM QUALIFICATIONS:
Education and Experience: A Master's degree from an ALA accredited college or university in library science or information and library science, and two (2) years of professional experience as a Librarian specializing in historical collections and documents or archives.
Licenses and Certificates: None.
GENERAL PURPOSE:
Under general supervision, supervise the daily activities and operations of the Border Heritage section of the Main Library.
TYPICAL DUTIES:
Direct activities to preserve the history and culture of El Paso and the Southwest area. Involves: Develop procedures for accessing non-book materials. Select book and non-book materials for purchase and maintain for the total scope and quality of the collection of Border Heritage materials. Solicit gifts of local history materials from families, businesses, and organizations of the locale and region.
Plan, develop and implement Border Heritage program and events. Involves: Attend local historical and genealogy workshops and meet participants to keep informed of history/genealogy projects. Assist patrons with historical research. Prepare and direct research projects for Genealogy and Southwest volunteers. Act as reference and information librarian for the Southwest and general reference. Prepare exhibits, special programs and events. Work with Marketing Coordinator to publicize the Border Heritage collection and events through press releases and media interviews. Represent the library at community organizations with an interest in El Paso history and/or genealogy.
Oversee designated administrative activities. Involves: Manage resources to best meet the needs of the patrons and community. Manage the Border Heritage budget. Research grant opportunities and funding sources available and assist with the grant application process. Research and liaison with local, regional and national Southwest historians and genealogists. Join and participate in professional organizations, list serves, conferences and community groups. Coordinate special events, programs and activities with other sections.
Supervise assigned regular and volunteer staff. Involves: Schedule, assign, and review operational and procedural activities. Prioritize and coordinate Border Heritage activities. Instruct, guide and check work. Appraise employee performance. Provide training and development. Enforce personnel rules, regulations, and work standards. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfer, discipline, merit pay, or other employee status changes.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Application of considerable knowledge of Southwest culture, history and genealogy library collections practices and methods.
- Application of considerable knowledge of computer-based library services such as automated catalog systems and databases.
- Application of some knowledge of administrative, budgetary and personnel management practices and controls.
- Application of some knowledge of grant planning and writing principles and practices.
- Interpretation of federal, state, and City laws, rules, regulations, related to historical and genealogy informational and collection administration, state and local labor and occupational safety and health rules and regulations.
- Establish and maintain effective working relationships with coworkers, officials, contractors, volunteers, community organizations, funding and regulatory agencies and the general public.
- Clear, concise oral and written communication to prepare and present reports to Director of Libraries, public officials, and to present information at public speaking engagements, fundraisers or public events.
OTHER JOB CHARACTERISTICS:
- Work requires bending, stooping, lifting and carrying materials and artifacts weighing up to 30 pounds.
